Based on github's comments in
https://github.com/actions/runner-images/issues/7101 it's my
understanding that at some point the system-installed gcloud will no
longer be included in the runners. When that happens, I assume any
workflows with `skip_install: true` will stop working
(also fyi: the readme
[references](https://github.com/google-github-actions/setup-gcloud#contributing)
CONTRIBUTING.md, but that file doesn't exist)

We have the GitHub-sanctioned starter workflows now, and these are
mostly unmaintained. Furthermore, for most of these, we would rather
have users use our other GitHub Action (like deploy-cloudrun) instead.
This adds support for specifying a version _constraint_ for the version
of gcloud. Since the GitHub Actions runners pre-install a version of
gcloud, this can dramatically reduce CI times.

dependency [express](https://github.com/expressjs/express). These

As part of the 1.0 release, we removed service_account support from
setup-gcloud, but many of the integration tests were actually duplicates
now, since they used to test service_account. This updates the
integration tests to run all the tests in a single job (reducing the
number of times we install NPM packages and download gcloud).
